Romanian prosecutors indicted Bogdan Marinescu, former manager of the Giulesti maternity in capital Bucharest, nurse Florentina Carstea and three other people, in the case involving a fire in the hospital’s maternity ward, which left six newborn babies dead and five injured.

According to prosecutors, Carstea was indicted for negligent homicide and Marinescu, Giulesti maternity hospital technical department head Vasile Dima, neonatologist Adrian Ion Toma and electrician Gigel Oprea were indicted on charges of negligence.

Carstea left the hospital's intensive care unit unsupervised for about 12 minutes, during which time a fire broke out killing three newborns and severely injuring eight others, said the prosecutors' bill of indictment.

According to prosecutors, Marinescu failed to implement work protection measures. The former manager should have implemented a prevention and protection service within the hospital, which could have identified any malfunction of the electric system.

Prosecutors determined that Toma failed to take proper administrative measures to provide the necessary staff in the hospital's intensive care unit.

Dima was in charge of the maternity hospital's electric system and was tasked with instructing employees on work safety regulations.

A technical expertise report on the fire that broke out at the Giulesti maternity on August 16 showed the cause was an overheated plug which connected the air-conditioning system to the power supply, prosecutors said in October.

The August 16 fire left three newborn babies dead and eight others severely injured. Three more babies died in the following period. All five surviving babies have been released from hospital.
