The president of Romania, Klaus Iohannis, has had a virulent reaction to Adrian Streinu-Cercel's plan, saying that totalitarian measures will not be imposed in our country and such a plan is "unacceptable".

President Iohannis did not name the National Institute "Matei Balş" or its director, Adrian Streinu-Cercel.

"In any case, these measures will not be announced by someone who wants to profile themselves, maybe politically, maybe in another way. And these days I even had a counterexample of how not, from an institute, otherwise well rated. Documentation came up that explained what needed to be done. It's not possible this way. Not every institute, no matter how well rated, can come up with its own plan to put it on the table and say «so it will happen». Again, things will happen as decided by the authorities, based on clear, practical, scientific evidence. An idea came up that brought a lot of anxiety and I want to tell you clearly how we are staying here. In such a plan, someone suggested, for example, an aberrant measure, otherwise I cannot tell them, how people over 65 are quarantined, even taken home and taken to a certain quarantine area" said Iohannis.

According to him, such measures are unacceptable.

"This will not happen, it is unacceptable! We live in a free society. In no case do we come up with such totalitarian measures. I tell the elderly people clearly: Stay calm! Nobody comes to take you home to quarantine, nobody comes to impose inhuman things on you. When it is needed, we will come and explain to you what measures to take to protect yourself from this disease, in no case will the state come to impose such inhuman measures, which should not be discussed in a society in 21st century. Such poorly thought out and poorly presented plans only cause panic in the population and panic is the last thing we need", the president added.

A new risk category appears in the project proposed by Adrian Streinu Cercel, namely 40-65 years. Older people should stay isolated for another 12 weeks.

For the 65-year-old category, the immediate measures proposed by the head of "Matei Balş" are "isolation at home for the next 12 weeks - no matter how home is called (own house, relocation to a free house or institutionalized relocation), supporting these people, strictly respecting the measures of social spacing, for all this duration”.

According to the document, "the support will be carried out either by the direct, indirect relatives or by the authorities and with the help of the NGOs", and the monitoring will be carried out by the local police and the local authorities.

For the new emerging risk group, those between 40 and 65 years, Cercel's project provides for "total isolation" where possible (in case of non-essential service activities for functioning in case of a pandemic, respectively where you can work from home) and delay the work schedule so that work begins at 7.30.
