On Thursday, deputies of the Liberal Party, in opposition, had challenged the budget law's constitutionality.
The party said in a press release that the Government breached several articles of the Constitution. Under the law, the Executive must send the draft state budget law to parliament by October 15. The draft 2011 state budget was sent to Parliament about two months later, namely on December 6, 2010, which affected debates and limited lawmakers' prerogatives, according to liberals.
The party argued that the 2011 state budget was built upon inexistent laws, although the Constitution states no budget expenses can be approved without identifying financial sources first. Liberal deputy Eugen Nicolescu said the wage laws, the unitary pension law and the education law had not yet been adopted when the draft state budget was forwarded to the Parliament.
The 2011 budget law was adopted last week with 207 votes for, 143 votes against and no abstentions.
