Romanian Govt Plan For 2012 Elections: 200 MPs From Constituencies, 100 From Party Lists
Romania's 2012 parliamentary elections will use the mixed-member proportional representation system, whereby 200 MPs will be elected by their constituencies and the remaining 100 will be allotted seats according to their party's score, says a government document obtained by ProTV.

The election map will be reorganized into 200 new constituencies, larger than the current ones, to reduce the number of Parliament seats to 300.
The 200 candidates elected by their constituencies will definitely win seats; they will not be threatened by runners-up who benefit from their party's high national score (as was the case in the 2008 elections).
The remaining 100 seats will be divided among the parties according to their national score. The seats will not be distributed along party lists, but to the "lucky losers," meaning the party members that ended up in second place in their constituency elections, in descending order of the number of votes each received.
This compensation method is the last thing up for negotiation inside the ruling coalition.
Should the government parties succeed in getting the Parliament to amend the Constitution, this system will be used next year to elect a single-chamber legislature of 300 seats. Otherwise, the senators and deputies will be elected through this system.
