The document will be approved in a Government meeting, said the source.
The death toll from the disastrous earthquake and tsunami that struck Japan Friday tops five thousand people and 8,606 others have been reported missing, said AFP citing official data released by Japanese authorities Thursday.
Over two thousand people have been injured and 88,000 homes and buildings have been destroyed or damaged, said the source.
