The government caused the collective layoffs in the Wednesday meeting, through a decision stating that the organizational structure of the institution will not include more than 510 positions, excluding the president and the vice-presidents.
The government decision also introduces a new paragraph that states "collective layoffs determined by the reduction in the number of positions in the organization structure of AVAS are performed in accordance with legal provisions and the collective labor contract."
In December 2006, the AVAS staff chart was widened by the Government, through decision, with 110 positions, from 500 to 610 employees, excluding the president and the vice-presidents.
