In the lawsuit opened at the Bucharest Court of Appeals, NGOs accuse the government of breaching the law of transparency and Law 24/2000 which regulates legislative procedure. NGO representatives said the government decisions for the adoption of the codes lacked certain approvals.

On march 24, thirteen NGOs submitted at the government headquarters a complaint, before opening a lawsuit, calling on Prime Minister Emil Boc to pull the Criminal Code, Civil Code and their respective procedure codes from debates in Parliament, saying the drafts contained serious deficiencies.
