Romania accounted for the best evolution in the top and posted a Global Services Location Index GSLI of  5.12, compared with 6.91 in India, which ranked 1st in the top, and 3.98 in Portugal, which was the less attractive offshore outsourcing market.

"Romania has improved its position as an attractive destination for outsourcing services, but in order to benefit from the current reallocation of supply chain, as part of crisis management, it has to go higher in the ranking," A. T. Kearney said in a report.

India, China and Malaysia retain the top three spots they have occupied since the inaugural GSLI in 2004, and a fundamental shift in the index has taking place as once strong Central European countries have yielded ground to countries in Asia, the Middle East and North Africa.

Central European countries including Poland, the Czech Republic, Hungary and Slovakia, once among the premier offshoring destinations for Western Europe companies, have fallen significantly due to a rapid increase in costs driven by both rapid salary growth and currency appreciation against the dollar.

Thus, the “winners” in Europe are Bulgaria and Romania, which continue to stay comfortably in the upper half of the Index, A. T. Kearney.

The report analyses 50 countries.
