Romanian Public Procurement Watchdog Fined Ministries, Cos, Sports Clubs Over Faulty Purchases

Romania’s public procurement watchdog ANRMAP applied last year nearly one hundred fines ranging between 5,000 and 140,000 lei (EUR1=RON4.2284) to ministries, public institutions, state-owned companies and sports clubs for breaches of public procurement procedures.

Institutions fined in 2008 over faulty public procurement deals include the Ministry of Economy and Finance, the Ministry of Environment, the Ministry of Health, the Romanian post office company, the national lottery, state-owned gas producer  Romgaz, sports club Sportul Studentesc, the Romanian Hockey Federation, the Academy of Economic Studies, the Administration of Lakes and Parks, the Administration of State Reserves, the Agency for Payment and Intervention in Agriculture, the National Health Insurance House, the National Roads and Highways Company, the Competition Council, the General Inspectorate of the Romanian police and mayoralties, county councils, hospitals and universities.

The biggest fine applied in 2008, of RON140,000, was issued to the department of Social Assistance and Child Protection in Vaslui, eastern Romania, for illegal public procurement auctions to purchase RON5.78 million worth of food products, stationary and cleaning products.
