This decision was made through an emergency ordinance.

The Government argues the suspension of the benefits is necessary in such instances, since under the welfare law, social assistance benefits and services are partly funded from the local budgets.

The ordinance also says the family support allowance will be cut if the beneficiary fails to file an affidavit of eligibility within the legal deadline.

In addition, the value of social benefits will be set considering the national reference social indicator, which is currently 500 lei (about EUR117), and not indicators with a higher value, such as the minimum wage.
