According to the notice, the Parliament’s decision to approve the Cabinet was made without official opinions from the legislature’s specialized committees that heard the minister nominees. The opposition argues that having these opinions is a procedural requirement, even though they are non-binding and consultative.
Because of the opposition’s boycott of the Parliament, many of these committees lacked quorum and were allowed to issue only recommendations, rather than official positions. Endorsing the Cabinet under these conditions was in breach of the Constitution, the notice says.
The new Cabinet, led by Mihai Razvan Ungureanu, was approved by the Parliament on February 9, with 237 votes for and two votes against.
