The minister told unionists he agrees a wage hike in the system is necessary, but could not give any numbers saying he doesn’t have the 2009 state budget law and doesn’t know who would run the ministry after the November 30 general elections.

Representatives of Sanitas union federation asked Nicolaescu to conclude an agreement stipulating “concrete measures”, wage increases, bonuses.

"I want to have a starting point for negotiations with whoever takes over the ministry in December,” union leader Marius Petcu said.

Unionists threatened to stage ample protests in capital city Bucharest on November 4 and go on general strike as of November 20 when the minister invited them for talks Tuesday, but he was out of the country.

Petcu said Tuesday that neither the minister nor any state secretary or some other ministry official turned up for their meeting that day, although the minster himself had invited unions for talks.
