Romanian President Blasts Local Authorities For Poor Management Of State Funds

Romanian President Traian Basescu on Saturday said corruption is not the one eating up state funds in some sectors, but the bureaucracy in the respective sectors, and stressed most local authorities spend funds irresponsibly and then turn to the government for more money.

Basescu met Saturday in Timisoara, western Romania, with local mayors, heads of decentralized services and school principals.

Timisoara mayor Gheorghe Ciuhandu expressed concerned over state funding for schools and Basescu explained that the granting of state funds for local authorities is not at all the problem, but the way state funds are used.
The head of state pointed out that bureaucracy is the main problem in state-funded sectors, and not corruption.
Basescu also spoke about the country’s healthcare system, which, he said, received state budget funds worth EUR1 billion in 2000 and EUR5 billion in 2008. Basescu stressed, however, that the increase in state budget funds for this sector did not improve the quality of healthcare services.
