He added the Commission might start an official investigation.
"The Nokia investment is being checked to see whether any state aid was granted. For instance, if authorities give away the land for free, that is considered state aid and must first be notified,” Orban explained.
In February, Cluj county council president Marius Nicoara said European authorities asked the council and the competition authority for information on the facilities granted to the Nokia plant in Romania.
Nicoara added Nokia will be exempt from taxes and dues as long as it operates in the industrial park.
Nokia in February started production in its plant in Jucu, in the northwestern Romanian county of Cluj, where it assembles its 1200 model for markets in Europe, Africa and the Middle East.
