France did not fully transpose the European Directive in the field of freedom of movement of persons to allow Romanians and Bulgarians to exercise liberal professions – doctors, lawyers, architects – on French territory.

France was sentenced to pay trial expenses and risks fines from the European Commission unless it transposes the respective directive rapidly.
