Bucharest Public Finance Auth Forecloses TV Station

The council asked for a memo from the Public Finance Administration in district 3, on the payment of the fines the council decided to apply to OTV, head of the council Rasvan Popescu said.

Between January 1, 2004 and September 30, 2008, the council fined OTV 101 times with a total RON1,055,000, according to a memo fiscal authorities sent to the audiovisual council.

“After foreclosure procedures have been enforced on the debtor (…) RON847,500 has been cashed, following 82 decisions applying fines to the debtor. For the remainder of RON207,500, corresponding to other 19 decisions, the foreclosure procedures are still to be enacted,” Public Finance Administration said.

The company SC Ocram Televiziune SRL never filed litigations against the foreclosure procedures, fiscal authorities said.

The television station OTV, initially called Oglinda TV, has been broadcasting since 2001, although the National Audiovisual Council did not authorize it in the first place.

OTV obtained broadcasting license in April 2004.

According to the council, the owner of the license is the company Ocram Televiziune SRL, whose shareholders are Dan Diaconescu with 80.1% and Magichand Ltd (Cyprus) with 19.9%.
