For vehicles in categories M1 and N1, with Euro3 and Euro4 engines, whose mass exceeds 2,840 kilograms and whose level of emissions may not be proven with documents, RAR will calculate the level of emissions at the owner’s expense, according to the draft emergency ordinance on the car pollution tax.

The draft also exempts from tax vehicles belonging to diplomatic missions, consular offices, other foreign organizations with diplomatic status, special equipped vehicles destined to people with serious physical disabilities, vehicles used by the army, police, gendarmerie, firefighters and ambulances.
The draft will be submitted for public debate before it is approved by the government.
