According to general school inspector Stelian Fedorca, the regulations for the organization and functioning of school units, approved by order of the education minister, "the contribution is collected and managed only by the parent committee, without the involvement of teachers.”

At the same time, the inspectorate states that non-payment of the contribution cannot damage the rights of the pupil. According to article 84 of the regulations, "teachers are banned from making the result of the pupil’s evaluation dependent on the obtainment of any type of advantage from pupils or parents," said the quoted source.
