Romanian AH1N1 Patient Refused To Fill In Health Form At Airport

A Romanian woman who returned from New York on May 29 and was confirmed to be contaminated with the AH1N1 virus Monday morning refused to fill in a health form at the airport, said Monday Geza Molnar, adviser to the health minster.

"Filling in forms regarding the AH1N1 flu upon entering Romania has to do with the conscience of each person, as nearly 600 people come to the country daily from areas with registered cases,” Molnar said.
 
Every day, 356 people arrive to Romania from Mexico, 157 come via the direct route New York- Bucharest and another 56 have stop-offs.
 
"Unfortunately, the woman refused to fill in that form, although she was already feeling ill by the time she reached Paris,” the minister’s adviser said.
 
Molnar added the woman would not be sanctioned.
 
Earlier Monday, health minster Ion Bazac said that people coming to Romania by plane who do not fill in the form regarding their health or provide false information will be held criminally liable.
 
Bazac said people who fill in the form using wrong information or do not fill them in at all will answer as per the Criminal Code, for breaching the provisions of articles 308, 180-184 and 179.
 
According to article 308, on the obstruction of the fight against diseases, “failing to respect measures regarding the prevention and fight against infectious illnesses, if resulting in the spread of such an illness, is punishable by one month to two years in prison or by a fine”.
 
Articles 180 to 184 refer to criminal charges in the case of bodily harm and article 179 refers to the cause or assistance of suicide.
 
Bazac said that as of June 1, direct flights between Romania and the United States will have teams tasked with sorting passengers in the case of illnesses. Procedures will be maintained in the case of other flights, but there will be a special line for flights from the US, Mexico or Canada, which will feature mandatory forms to fill in when entering the country, Bazac said.
