On drawing up the draft decree, ministry experts analyzed the possibility to have maximum 85% of the salary income of employees tasked with managing and implementing EU-funded projects reimbursed by European bodies, considering these incomes are seen as eligible expenses with the respective projects.

Thus, in order to prevent employees „with expertise” in managing and implementing projects financed with EU post-accession non-reimbursable funds, as well as with external loans contracted or guaranteed by the state, reimbursable or non-reimbursable, from leaving public institutions, Labor Ministry officials proposed a raise of up to 75% in the monthly base salaries of these employees, only during the periods in which they work on the respective projects.

Also, the draft decree limits the number of people who can be part of a project team, as well as the number of projects financed from such funds.
