The traffic police center said the accident occurred around 03:00 local time after the driver of the truck veered into the opposite lane and smashed into the bus carrying 51 Polish tourists.
Most tourists were teenagers aged 15 to 18 and were heading for Varna, Bulgaria, to spend their vacation there.
The injured were rushed to the Sibiu County Hospital.
Doctors said the driver of the tourist bus and one passenger were severely injured.
