Decentralization Ordinance To Change School Inspectors – Romanian Ed Min
Romanian education minister Ecaterina Andronescu said Friday that only school inspectors and not principals will be demoted as they are included in the ordinance changing the management of decentralized public institutions.

“Ordinance no. 37 does not include school principals, only inspectors. Of the latter, I demand results. I have never wished to make political changes, as they are only necessary to improve results in education,” Andronescu said. The minister noted that, as of next week, she will carry out visits in the country, in order to clarify the provisions of Government Emergency Ordinance no. 37.
Emergency Ordinance no. 37, which came into force Thursday, allows the replacement of the management of every public institution within 32 days. However, according to their statute, managers who are to be sacked must receive a 30-day notice. Therefore, the heads of decentralized services must be notified within two days of the publication of the act, specifically by Friday evening.
New positions will be created for decentralized public services – coordinating manager and deputy coordinating manager, who will be appointed through a management program for a four year period, which will seek solutions to the field’s issues. A four-year management contract, including performance indicators, will also be concluded.
Managers will be appointed following evaluations of their skills and managerial abilities, through an act of the institution’s president or of a higher institution, and the contract will provide for specific performance indicators and will regulate the rights and obligations of the parties.
