EP adopted a resolution regarding the right of EU citizens to free traveling in member states. The resolution included a section criticizing Frattini’s controversial remarks.
Reacting to the recent murder of an Italian woman, where the suspect is thought to be a Romanian of Roma origin, Frattini said Italian authorities are entitled to exclude all Roma migrants who cannot produce guarantees that they are able to support themselves while in Italy.
However, EU norms stipulate that member states can only limit the access to free traveling in case of threat to public order, safety or health.
In an interview for Italian daily “Il Messaggero” on November 2, Frattini said the issue of public safety should be very easily resolved: “the authorities would go to a slum of nomads in Rome and would ask everybody how they make ends meet. Whoever does not have an answer to that will be repatriated to Romania. This is how the EU directive works.”
