„It’s possible that consumers may want to choose their suppliers based also on the fuel mixture used to produce the electricity, given that renewable energy might be exempted from excise duties,” the ministry said in the bill’s rationale.

The bill is subject to public debate and it includes a set of regulations on the issuance and monitoring of origin guarantees for renewable energy.

The certificates of origin would be issued by Romania’s energy watchdog ANRE and would include information on the energy provided and on tax exemption criteria for renewable energy.
