Representatives of the Inspectorate for Emergency Situations said that the employees of a company that was in charge of disassembling out-of use machinery are to blame for the fire bursting out.

According to Marian Burloi, head of the Prahova Inspectorate for Emergency Situations, the workers cut the iron pieces in the cooling tower by using an autogenous welding machine. During this time, pieces of hot metal slipped into the cooling tower and caused certain plastics to catch fire.
