Former Constanta Mayor, Football Investor Sentenced To Prison For Illegal Public Lands Scheme
Romania’s Supreme Court decided on Thursday night to sentence former Constanta Mayor Radu Mazare to nine years in prison, football investor Cristian Borcea to five years in prison and several others in a case regarding illegal beach retrocessions, in a final decision.

The trial lasted more than nine years, while the final sentence was postponed eight times. Several others received prison sentences in the case, including former Constanta County Council chief Nicusor Constantinescu, also sentenced to five years of detention.
The culprits were charged with being part of a scheme which saw the illegal retrocession of public land, including beaches, in Constanta county between 2002 and 2005, with anticorruption prosecutors estimating that it caused damages of up to EUR114 million for the Romanian state.
In in the initial decision, Radu Mazare was sentenced by the Bucharest Appeal Court to 4 years in prison, while Borcea was acquitted.
Cristian Borcea, who became famous for his time as investor at the FC Dinamo Bucharest football club, surrendered at the Ilfov Police on Friday morning and will be incarcerated at the Rahova Penitentiary. He had been released from a previous corruption sentence in July 2018.
Radu Mazare has been living in Madagascar since 2017, where he fled after receiving other sentences for corruption offences and requested political asylum. The Romanian Police announced on Friday that it is preparing an international arrest warrant for the former mayor.
