During the presentation of the report drawn up by the presidential commission for the analysis of the political and constitutional regime, Basescu spoke about the need to clear issues related to the dissolution of the Parliament, adding the matter needs to comply with the constitutional regime.
The head of state said that, according to the country’s current Constitution, the Parliament can only be dissolved if it doesn’t manage to form a Government within two months of elections.
He added the Parliament dissolution procedure is “a last resort to end crises” and said such a constitutional amendment doesn’t increase the president’s powers.
If the Parliament is dissolved, a new round of elections is organized, and what increases is the ability of state institutions to act responsibly in case of crisis, not the president’s authority.
