The rejection report was passed with 13 votes for, nine against and one abstention.
The bill aims to return mayor elections to a two-round electoral system, where a run-off between the top two candidates is held in case no simple majority is achieved in the first round. The system was last used for mayor elections in 2008.
The bill will be debated and voted in the Lower Chamber, with the Senate to acts as a deciding body on the matter.
