The Romanian head of state said, at the end of the fall meeting of the European Council, that he put forward an alternative measure, namely economic sanctions, to the plan to ban EU states that do not observe the Pact from voting in the Council.

Basescu said the Council also decided the creation of a mechanism to deal with crisis situations at EU level. He added the mechanism is aimed to help states that face difficulties, with a view to protecting the European Union.

Basescu said the European Council decided national budgets must conform to EU fiscal standards.
