Appathurai told a news conference discussions are still ongoing, but NATO’s door is open and the two countries are basically eligible to start the integration process.

Appathurai stressed that granting of MAP to former Soviet nations Georgia and Ukraine "is not a question of ‘whether’, but of ‘when’.”

"I would be happy to be proven wrong, but for the moment I do not expect membership action plans for Georgia or Ukraine here," the Alliance spokesman said.

NATO heads of state and governments had an informal working dinner Wednesday evening hosted by Romanian president Traian Basescu, where they debated the summit agenda.

Earlier Wednesday, U.S. president George W. Bush had expressed great confidence that the two formerly soviet countries would be offered pre-membership plans.
