Romania Mulls Guaranteeing Homeowner Loans For Thermal Rehabilitation

Romania’s Development and Tourism Ministry will present a draft decision in the Cabinet meeting Wednesday whereby the state guarantees bank loans for homeowners’ associations for the thermal rehabilitation of apartment buildings, Minister Elena Udrea said Tuesday.

„We’re presenting a memorandum to the Government tomorrow (Wednesday – e.n.) to allow homeowners to take state-guaranteed loans for their homes’ thermal rehabilitation,” Udrea said during a seminar.

She added the ministry’s budget last year allowed it to cover 50% of rehabilitation costs for about 30,000 homes.

„We don’t have that money this year and if we keep counting on this procedure alone, 100 years will go by and we still won’t have been able to thermally rehabilitate all homes in Romania,” she said.

So far, thermal rehabilitation costs were 50% covered by the state, 30% by local authorities and 20% by homeowners. The new initiative would have homeowners pay for the works themselves.
