Romanian Family Doctors To Have Drug Prescription Threshold In ‘09 – Draft Law

Romanian family doctors will dispose of a certain sum for compensated medication prescriptions, with or without patient contributions to ambulatory treatment, other than those included in national healthcare programs, according to a draft normative act up for public debate.

This kind of system existed four years ago too, when doctors had a threshold for prescribing compensated drugs, before it was transferred to drugstores, a family doctor in Bucharest explained.

Health insurance houses will establish the respective sums for family doctors for 2009, based on the average costs for an insured individual, and on age categories for the medication prescriptions with or without patient contribution to ambulatory treatment, other than those included in the national health programs, according to the normative act drawn up by the National Health Insurance House CNAS.

The respective sums are stipulated for one year and are divided per quarters and months.

The sums exceeding the threshold will be retrieved from the respective doctor’s cabinet, and will complete the fund corresponding to medication, the draft states.

Insurance houses are obligated to notify each family doctor on the level the sum reached in the beginning of each month.

The draft also includes penalties if contractual clauses are not observed.

The contract can be cancelled even after the first deficiency, in the case of some contract stipulations.
