The proposition, forwarded by the Popular Group and backed by several other Spanish parties, was rejected by the Socialist Labor Party (PSOE) and the Moderate Nationalist Catalan Party (CiU), the paper said.
The European Commission on Tuesday urged member states to open up labor markets to Romanian and Bulgarian workers, as fears of possible economic unbalances created by eastern European workers were unfounded.
EU states have until the end of the year to notify the Commission if they wish to maintain labor market restrictions for Romanian and Bulgarian workers. After that date, Community regulations come into force, which stipulate free movement of all workers across the bloc.
