EXCLUSIVE: Bulgarian Official Expects Court’s Approval To Leave Romania

Bulgarian investment consultant Stamen Stanchev, charged with alleged espionage in the file concerning the shady privatizations in the Romanian energy sector, asked the Bucharest Court of Appeals to allow him to leave to Monaco for two weeks on grounds that both his residency papers and his family’s expired on October 19, 2007; therefore, he must necessarily go there.

The Supreme Court decided on January 23, 2007 to replace the preventive arrest measure with the measure banning Stanchev from leaving Romania, which has been monthly renewed ever since.
 
In his request, Stanchev explained that his wife did everything that stood in her power to extend the residency period before the deadline expired, but it was all in vain, as he had to be there too. The authorities in Monaco informed the Stanchev family that they must submit all necessary documents by November 18, 2007 if they want their residency period to be extended.
Stanchev also stressed in his request that all he wants is to be allowed to leave Romania for 15 days, pointing out he did not want the preventive arrest measure to be revoked.
The Court of Appeals is to decide Thursday on whether to allow Stanchev to leave Romania to solve his personal affairs.
The criminal investigation in this case, the first involving international investment bankers in Romania since the nation’s break with communism in 1990, involves eight government and foreign company officials. The Romanian prosecutors accused them of “allegedly undermining Romania’s national security” and alleged economic espionage related to the sale of Romanian assets.
