Romania Keeps Income Tax Exemption For IT Programmers

Romanian IT programmers will be exempt from income tax in 2009 as well, as the authorities decided to further encourage the development of the IT&C sector, Economy and Finance minister Varujan Vosganian said Wednesday.

“We held a debate on the exemption from income tax for employees in the IT&C sector and I have decided (…) that we should maintain this facility in 2009 as well, as the industry has a very good evolution and we want to continue and give it the same confidence,” Vosganian told a press conference.
 
The Romanian government decided in 2001 to eliminate the tax on salary for companies in the software industry who hire Romanian licensed programmers.
 
In July 2008, the government passed a bill stipulating programmers are no longer to pay their contributions to the social security health system according to the minimum wage level, but based on their incomes.
 
The Employers’ Association in the Software and Services Industry, or ANIS, criticized the law, arguing that giving up fiscal incentives for IT programmers could drive foreign companies to invest elsewhere in the region due to higher production costs.
