Andras and culture minister Adrian Iorgulescu said the ministry is close to finalizing enforcement norms for Law 535 of 2007 on entertainment institutions and companies and which regulates the activity of artistic management.

"We’ll finish the norms these days,” Andras said, adding the wages of artists would increase significantly, as the norms introduce the notion of connected rights, which are to be paid as wages.

“We’re introducing the concept of season planning, we have references to concrete conclusions of contracts and we’re also introducing the idea of contracts concluded for a limited period of time," Andras said.

"First of all, we are trying to admit the existence of copyright for composers, playwrights, choreographers and connected rights for performers and directors,” Andras said.

According to culture minister Iorgulescu, connected rights are seldom paid.

The new legal frame, Andras said, will do away with the ‘communist’ approach according to which all those with similar degrees and seniority are to be paid alike

"That is abnormal. We have to pay for a performer’s value, we have o seek quality, not just quantity (…). Wages can double and even triple depending on seniority and the type of performance (…). In the end, performers could, in theory, reach a salary of up to RON4,200 from the current RON8- RON1,500," Andras explained.

However, he added, institutions will be able to pay performers depending on their budgets.
