Restructuring public administration is the most important reform Romania should think about, said Thursday Catalin Pauna, economist with the Romanian office of the World Bank.

He also said another issue would be to improve the quality of public spending.

"Romania should introduce budget systems on programs where expenses are associated with priorities and performance indicators," Pauna said.

He added the country also needs to analyze the work of public servants and how red tape restricts the allocation of resources.
