Romanian Constructors Breaching Public Procurement Contracts To Be Blacklisted

The Romanian national investment company CNI will publish a "black list" of constructors who fail to observe quality standards or deadlines for the unfolding of contracts, CNI general manager Ana Maria Topoliceanu said Monday.

Also, the list will be sent to the national authority regulating public procurement.

At the same time, the company decided to no longer accept additional payments higher than 10% of the initial value of the contract, a measure imposed by decision of the Regional Development and Tourism Minister, Elena Udrea.

Exceptions to this margin will include requests that are documented and approved by the technical-economic council of the Ministry of Regional Development and Tourism.

Topoliceanu told MEDIAFAX that, according to Ordinance 34/2006, on the attribution of public procurement contracts, the cumulated value of contracts attributed for additional works and services must not be higher than 50% of the initial contract’s value.

The CNI is an institution, under the Ministry of Regional Development and Tourism, which unfolds investment programs.
