Romania Displays ‘Surplus Of Democracy’ In Public Procurement Law-President

Romanian President Traian Basescu on Tuesday criticized the legislation on public procurement, saying he feels there is “a surplus of democracy” as public auctions are suspended when one of the bidders file complaints.

“As to the transparency of the auctions, here we (Romania – ed.n) have a problem. It seems to me there is a surplus of democracy,” Basescu said during a meeting in Madrid with representatives of Spanish independent organization "Foro nueva economia."

He said bidders who lose at an auction are entitled to file complaints and this leads to the contract’s suspension until a court decides on the fairness of the assignment.

Bidders “play a sort of game” by arguing the fairness of the assignment, thus delaying significant contracts.

 “Romania will shortly correct its surplus of democracy in the field, which sends out a bad image and blocks large contracts financed from European funds,” Basescu said.
