Romanian Health Insurance House Placed Under Parliament Control – Bill

According to the amendment, CNAS will become a self-governing public body, under Parliament control, with its own statute, approved by the board of administration and by the legislature.

The board will be made up of a chairman, appointed by the Parliament, eight members representing the state (one appointed by the President, three by the prime minister and four by the major parliamentary groups), four members appointed by the employers’ organizations, four others by the labor union confederations and two more by the Parliament’s committees, on the recommendation of the National Council of Elderly People.

The chairman of the board will have a seven-year term and the rank of state secretary, while the other members of the board will have four-year terms.

The single health insurance fund will be approved yearly through a law adopted by the Parliament, separate from the state budget law.

CNAS will distribute 80% of its collections to the health insurance houses all over the country, while the rest will make up its own redistribution fund.

The amendment now needs to be debated by the Chamber of Deputies.
