According to Anastase, Basescu argues that the constitutional time limit for the debate would otherwise be exceeded.

Anastase said she contacted Senate Chairman Mircea Geoana to request a meeting of the two chambers’ standing offices.

In his letter, the head of state writes that, under the Constitution, the motion must be debated three days after it was read in the two chambers’ joint meeting. Basescu points out that, according to the Constitutional Court’s jurisprudence, this period refers to calendar days, not workdays.

Romania’s Constitution states that the Government is dismissed if the majority of lawmakers vote in favor of a no-confidence motion. The plenary assembly of Parliament can withdraw a confidence vote previously granted to the Government through approving a no-confidence motion.
