Romania's Defense Ministry Budget To Reach Nearly 1.5% Of GDP In ‘09- Def Min

The country’s Supreme Defense Council had to discuss the budgets of institutions active in the defense field in its meeting Tuesday, but President Traian Basescu had the meeting suspended as the government failed to deliver necessary documents in due time.

Basescu said approving the budgets of defense institutions was an impossible task, because the Defense Council did not have enough time to analyze related documents.

The head of state accused several ministries, including the Interior Ministry and the Ministry of Defense, of sending over documents exceeding the attributions of the Council to cover up their failure to meet their obligations toward certain institutions.

The 2009 budget draft is to be debated in the government meeting next week after each minister submits data to economy and finance minister Varujan Vosganian regarding the necessary funds.

One of the ministers attending the government meeting Tuesday said Vosganian presented a note stipulating that certain institutions, among which the agriculture, environment and education ministries, asked approval to exceed public spending threshold for October.

End-September, Vosganian said the 2009 budget draft stipulates a deficit target of 2% of GDP and a 6.5% economic growth.
