Romania fails to use about 95% of the EU funds it has at its disposal, which calls for reform in its public administration, which should be depoliticized, an official of the European Commission said Tuesday.

Speaking at a conference on public administration, at the Government's headquarters, Joost Kuhlmann, head of the Commission's unit for Finland, Bulgaria and Romania with the Economic and Financial Affairs Directory, said the country's weak public administration is the result of its inefficient structures and not its public servants.
Kuhlmann insisted Romania should reform its administration and reduce red tape, adding the EU encourages the country to create a depoliticized and transparent system, with the help of the World Bank. He said it is a paradox that Romania requires international loans to navigate the recession when it fails to use 95% of the EU funds it could get.
In turn, Prime Minister Emil Boc said the Government has started an ample reform process and has already adopted a series of laws in this respect.
