Romania Lays Off Employees, Keeps Budgeted Vacant Positions – Union Leader
Cartel Alfa union leader Bogdan Hossu said Tuesday, after talks held at the Romanian Labor Ministry, that, although in 2009 there were over 100,000 vacant positions budgeted, layoffs in 2010 will also touch occupied positions.

Hossu added that in 2009 there were 1,408,000 budgeted positions, of which 1,290,000 were occupied and over 100,000 were vacant.
According to Hossu, layoffs will target not only positions, but employees as well. He mentioned the Labor Inspection (IM) where, although there are a few hundred vacant jobs, people are still laid off and vacant jobs are preserved.
Hossu said employers will have to begin layoffs in the February 1 - 15 interval if the technical unemployment measure is not extended.
Unionists were told that Labor Minister Mihai Seitan will meet with Prime Minister Emil Boc Tuesday to discuss potential improvement of the laws on technical unemployment.
Hossu said Monday that unionists will begin protests next week and will urge the Government to extend the period of technical unemployment, as 200,000 employees are to be laid off starting February 1.
Hossu said talks with employers in the industry sector will be held so that procedures to prolong technical unemployment in 2010 start by Thursday.
