Romania’s Privatization Authority Must Declassify Automobile Craiova Privatization Contract
The Bucharest Court of Appeals ruled Romania’s privatization authority AVAS must declassify the privatization contract of Romanian car plant Automobile Craiova currently owned by U.S. carmaker Ford, the Romanian Academic Society said in a press release Wednesday.

The Romanian Academic Society said the Court of Appeals overruled the appeals of lender Eximbank and AVAS against the decisions ruled by a court regarding the declassification of public contracts. According to the press release, the document Eximbank must declassify refers to the procurement of certain publicity and promotion services, and AVAS must declassify the privatization contract of Automobile Craiova, bought by Ford in 2007. The two institutions must make the information available by May 10 and May 11, respectively.
The Romanian Academic Society's legal action is part of a wider "strategic contention" program, financed by PHARE funds and carried out in partnership with the Association for the Defense of Human Rights in Romania - the Helsinki Committee (APADOR-CH), staring 2009. The program means to bring to court state institutions in cases regarding classified procurement and privatization contracts.
AVAS president Aurelian Popa said only certain parts of the privatization contract of Automobile Craiova were classified, following negotiations with Ford, while most of the contract is available to the public. He added AVAS will abide by the court's ruling and will declassify the privatization contract, and Ford officials will most likely agree to release the respective information.
