Romania’s Senate Allows Govt To Pass Decrees During Parliament Recess

Prime Minister Emil Boc was also present at the Senate's plenary meeting.

The draft law allows the Government to issue decrees during the Parliament's recess in the finance and economy, justice, health, transports, environment and agriculture sectors.

The Senate decided that, during the Parliament's recess, the Government will not be allowed to amend the granting of claims for properties seized by the communist regime or change the car tax regime.

The Senate's committee for legal matters decided Monday, during debates on the law enabling the Government to issue decrees during the Parliament's recess, the Executive can issue ordinances to replace the minimum tax applied to companies with a lump-sum tax applied in certain sectors.

The draft law will be forwarded to the Chamber of Deputies which will make a final decision on the draft law.

Boc pledged the Government will not issue, during the parliament's recess, simple decrees aiming to restructure important domains, adding the Executive plans to propose the Parliament measures to restructure local public administration, but by draft laws or emergency ordinances, and not by the ability to issue decress during the Parliament's recess.
