Romanian Buildings Thermal Upgrade 50% Supported By State Budget

Landlords will pay 20% of buildings’ thermal restoration costs, while the state budget’s contribution will increase to 50%, and the rest of 30% will be covered by the local authorities, Romanian government decided Wednesday.

The landlords, the Romanian state and the local authorities currently cover each a third of the total required amount.
 
The city halls might also cover the landlords’ share of 20%, and establish the ways to recover the amounts.
 
The Government also decided that local programs for increasing energy performance should benefit from multiannual financing for all contract closed between landlords and city halls.
 
Romanian Ministry of Development, Public Works and Housing announced late January it plans to invest 460 million lei (EUR1=RON4.2884) for thermal restoration of 60,000 apartments in 2009.
 
In 2008, 1,887 apartments were thermally restored, while 1,627 dwellings are undergoing restoration works, the minister in charge Vasile Blaga said back then.
 
The rehabilitation of all the 83,800 blocks, totaling around 3.5 million apartments, would require EUR11 billion, he added.
