Romanian CFR Marfa Loses RON22.5M Contract Over Budget Debt
Romanian railway freight transporter CFR Marfa lost a contract worth 22.5 million lei (EUR1=RON4.1623), VAT excluded, for coal transport with local coal company CNH, because it had debts to the state budget.

The contract was ultimately awarded to private operator Grup Feroviar Roman, or GFR.
One of the prerequisites in the auction was for the bidder to be state debt-free.
CFR Marfa requested the removal of this condition, arguing that it stands to collect a debt of RON6.5 million from CNH, but the latter rejected the request.
The transport, involving an overall quantity of 604,300 tons of coal, will unfold over a three-year interval.
CNH will conclude a frame agreement with GFR, which will include subsequent contracts awarded depending on the financial resources available. The first subsequent contract has a value of RON7.5 million, VAT excluded, and involves the transportation of 234,300 tons of coal by the end of the year.
The frame agreement was awarded on April 28, based on the lowest price.
GFR is 50.45% owned by businessman Gruia Stoica's firm Grampet. Other group shareholders include one individual, Didila Vasile, with 26.17% of shares and the firms Rapid Com (14.17%) and Turnoprest (9.19%).
GFR is mainly active in the railroad transportation using 2,300 train cars and 100 locomotives. Clients include Conpet Ploiesti, Holcim, ArcelorMittal Galati, Petrom and Rafo.
