The draft law also includes certain propositions of the laws drew up by a presidential commission led by former education minister Mircea Miclea.
Unions in the education sector said it was decided that school is mandatory up until the 11th grade, plus a pre-school year, thus discarding the idea of introducing a compulsory 12th grade education period plus a pre-school, as the minister initially proposed.
According to the final form of the draft, headmasters are not allowed to be members of any political party. The education code stipulates the introduction of a EUR500 voucher for babies, idea taken from the education law package proposed by the presidential commission.
The code clarifies the details of national and local tests and stipulates the establishment of an online library that students should be able to access in every school.
Andronescu said she drew up an ordinance regarding the 2009-2010 high school graduation exam, in case the education code isn't adopted by September 15.
Andronescu added that, by September 15, she will issue a minister’s order regarding the high school admission exam, so that students should take the 2009-2010 exam in compliance with the education code.
The vice-president of the Federation of Free Unions in Education (CSLI), Simion Hancescu, said Wednesday the unions decided during Tuesday's meeting with Andronescu that the minister should present the Government with a draft ordinance regarding the high school graduation exam.
Official sources said Andronescu and Prime Minister Emil Boc are still trying to clarify aspects concerning teachers’ retirement age, forbidding headmasters and school inspectors membership in any political party and compulsory education period.
Boc asked Adronescu to solve these issues by modifying the draft laws.
