Dumitru said last year’s subsidies and debts cost the ministry approximately EUR1.9 billion of its EUR2 billion budget for 2010. According to the minister, all the costs for 2009 have been covered, but the institution can only afford to subsidize diesel fuel this year, and will „pay for the rest next year.”
According to Dumitru, the ministry has drafted five state subsidy programs, which have been negotiated with the European Commission. However, due to the lack of budget resources, the programs will come into force as of next year.
The subsidy programs are aimed at pig breeders, set to receive 493 million lei (EUR1=RON4.2254), bird breeders, to receive RON486 million, and farmers who have lost animals, to be granted RON4.4 million. Interest on farm credits will also be subsidized by the state with RON35 million, and insurance premiums for crops will be allotted RON154 million in subsidies. The remaining RON618 million will go to complementary direct payments for bovines, sheep and goats.
